The paper examines the propagation and transformation of potential waves (cold and plasma) in the plasma-resonance region as a function of the magnitude and direction of the plasma gradient, and the magnetic-field orientation. Conditions of wave reflection during transformation in a linear plasma layer are defined; and characteristic scales of plasma-gradient change necessary for the reflection of an incident wave without transformation are determined. In addition, conditions for the trapping of oscillations in electron-density irregularities are established. The results are of interest in connection with experiments involving the effect of high-power radio waves on the ionosphere.
