The maximum likelihood method is used to determine the kinematic characteristics of the neutral hydrogen subsystem in the Galaxy along the entire 21-cm line profile. Attention is given to the Galactic plane region as well as those beyond it. Rotation curve calculations for the outer region of the Galactic plane (z = 0, R is greater than R0) do not reveal maxima up to a distance of 20 kpc from the Galactic center. The results indicate an increase in the linear velocity with distance from the Galactic center up to R = 2R sub 0.
