Cosmos-1686 measurements of relativistic protons and electrons in the inner radiation belt are analyzed. The results obtained indicate that relativistic trapped particles in the inner belt undergo significant variations due to disturbances of the magnetosphere. It is concluded that their dynamics should be investigated in greater detail in order to develop a nonstationary model for low altitudes.
