A general solution is found for the propagation of harmonic plane electromagnetic waves in a horizontally stratified ionosphere. This solution is especially suitable for regions of strong coupling between the characteristic waves (critical coupling or reflection). Formulas for the reflection matrices and transmission matrices at the boundaries of the ionosphere are derived.
