We propose to survey 100 deg2 with XMM-Newton in SDSS Stripe 82, the location of an unsurpassed collection of publicly available deep multi-wavelength data. The key science goals address supermassive black hole growth and clusters of galaxies, for which XMM's hard X-ray response and high throughput are essential. This survey will fill a major gap in the spectral coverage over this large a region of the sky. The survey requires ~1200 overlapping 3.5ks pointings in Mosaic mode, averaging 10ks across most of the field for a flux limit of F=2e-15 erg/s/cm2 for point sources. This public "Stripe 82 X" survey represents an investment similar to the CDFS but for an area-flux choice that capitalizes on XMM's unique capabilites and will constitute a major legacy for XMM.
