Processes which introduce positive charge into the atmosphere from the
surface of the earth would appear to assist in maintaining the negative
charge on the Earth and the positive fine-weather potential gradient. A
discussion of the electrical conditions shows that a large fraction of
this charge returns to earth by conduction.
