We study the implication of the stringy spacetime uncertainty relation
on the spectrum of metric perturbations. Assuming that the metric
perturbations originate from quantum fluctuations of a scalar field, we
find that the initial state is uniquely determined by the uncertainty
relation, and the spectrum is modified in the infrared.
