The paper examines methods of plasma diagnostics for gaseous nebulae, evaluates the role of theoretical nebular models, and assesses the sources of error resulting from fluctuations in the electron density and temperature throughout the emitting volume. The importance of extending the observed spectral range using IR and UV measurements is noted. Particular emphasis is placed on He because of its importance to cosmology. Finally, the relationship of gaseous nebular composition studies to stellar evolution problems is examined.
