The effect of the cone instability on the confinement time for fast particles captured by a magnetic trap is investigated. This instability results from an anisotropy in the distribution of thermal ions in a plasma. It is shown that whistlers generated by ion-acoustic turbulence will transfer plasma energy to the transverse oscillation mode of trapped particles, effectively increasing their confinement time in a trap. It is noted that this mechanism is closely associated with the problem of cosmic-ray confinement on the sun and in the earth's magnetosphere.
