The flux-rope theory of solar magnetic fields and their effects is reviewed. The traditional theory of emerging magnetic flux is discussed, emphasizing kinematic considerations, dynamic effects, and various difficulties with the traditional concepts. Evidence in favor of the flux-rope-fiber model of solar magnetic fields is examined, including observations of magnetic structures in growing active regions, sunspots and spot groups, fine structures in sunspots, and such atmospheric magnetic structures as photospheric magnetic fields, the solar filigree, ephemeral active regions, X-ray bright points, helical twists, rotary motions, and global-scale photospheric and coronal structures. A hierarchy of magnetic elements which make up a flux rope is defined, and it is proposed that the components of a flux rope are individual helically twisted flux bundles consisting of flux fibers, flux threads, and sometimes flux 'strands' (two or more fibers that remain twisted together when they emerge into the atmosphere). Three main areas of future observations are suggested.
