A theory of quasi-geostrophic (QGS) and quasi-ageostrophic (QAGS) motions of the conducting atmosphere at ionospheric heights is developed on the basis of methods of similarity theory as applied to Rossby-wave disturbances. It is shown that the effect of ionospheric plasma on large-scale wave motions (inductive deceleration and magnetic twisting) produces a significant increase in Rossby number with height and qualitatively changes the character of the dependence of the Rossby number on the linear wave-disturbance scale, beginning at 110 km and above. Motions in the high-latitude and midlatitude ionosphere are QGS, while motions at low latitudes are QAGS. The character of the large-scale wave motions depends significantly on the wave time scale.
