A study is made of the stability of the high-latitude ionospheric plasma in the presence of secondary electrons with an energy of 1-100 eV produced as a result of an impact ionization of the earth's atmosphere by fluxes of precipitating electrons. The study is based upon secondary electron spectra obtained through numerical simulation of the process of intrusion of electrons with an energy of 0.1-10 keV. Criteria for plasma instability development are derived.
