We present the results of studies aimed at characterizing the periodicities observed in plasmasheet dynamics and at explaining what physical mechanism(s) are responsible for generating them. As the NASA POLAR spacecraft's line of apsides has approached the magnetic equator, the spacecraft is now in a unique orientation with respect to the plasma sheet. Near apogee, POLAR skims the plasmasheet boundary and therefore is well positioned to monitor the variability of plasmasheet motions. We shall report on the statistics of such variability and identify the time scales which characterize its dynamics. We shall also report on the plasma dynamics observed in the plasma sheet proper using GEOTAIL data. Studies of these data have revealed the presence of Pi2-like variations in the plasma flow velocity. Based on the characteristic time scales revealed by these studies, we will assess various theoretical mechanisms which have been proposed to explain the dynamical modes of the plasma sheet and magnetotail.
