We use the past 11 years of density measurements by the LANL geosynchronous satellites to evaluate the plasma density as a function of local time during periods of low Kp. Previously, the daily-averaged refilling rate has been measured during these quiet periods [Lawrence et al., JGR, 1999; Su et al., JGR, 2001]. The diurnal variation, however, is sufficiently strong to be detectable even during refilling, which is characterized by a monotonically increasing density (averaged daily). We find a strong 24-hour variation (approximately 15%) in the density and a somewhat weaker 12-hour variation (less than 5%). The higher harmonics are within the statistical noise. These results are compared with the prediction of a kinetic model [Reynolds et al., JGR, 1999] and give a quiet-time structure of the outer plasmasphere that is useful as a starting point for dynamical, storm-time calculations. In addition, these observations place limits on the maximum local time variation of the exobase in the range 60-70 degrees magnetic latitude (the footpoints of dipole field lines at geosynchronous orbit). *This work is supported by ONR and NASA.
