The Solar, Anomalous, and Magnetospheric Particle Explorer (SAMPEX), a low-altitude and polar-orbiting satellite, has been measuring the outer radiation belt electron fluxes since its launch (July 3, 1992). Due to the remarkable degree of coherence in the behavior of relativistic electron populations in the magnetosphere, the data provide a long-term global picture of the radiation belt electrons. The variations of radiation belt electrons are evident and distinguishable on the following time scales: a solar cycle, semi-annual (or seasonal), solar rotation; and are associated with recurrent and nonrecurrent geomagnetic storms. We show that the solar wind is the controlling driver of these variations and argue, based on successful predictions of MeV electron at geostationary orbit and Dst index using solar wind as the only input, that the entire outer radiation belt electron variations should be predictable based on solar wind measurements.
