Galileo data taken during four passes of the Io torus have shown the existence of ion cyclotron waves with frequencies near the gyrofrequencies of SO2+, SO+, S+, and H2S+ ions. The wave properties are different during the four passes and change along each flyby indicating that the spatial distribution of the pickup ions that generate the waves is not uniform. On December 7, 1995 the predominant waves have frequencies near the gyrofrequency of SO2+ ions. In contrast, on October 11, 1999 the waves with the largest amplitude have frequencies near the SO+ gyrofrequency. The waves propagate at angles up to 40o with respect to the magnetic field. We perform kinetic dispersion analysis and find the growth rate of waves generated by SO2+, SO+, S+, and H2S+ pickup ions. We find that the dominant mode depends on the composition of the pickup component, and determine the density ratios needed to make the plasma unstable to cyclotron growth of each species. We calculate the growth of waves with distance from the source in the mass loading region and compare this with observed power spectra. Linear kinetic theory predicts maximum growth of cyclotron waves at parallel propagation. The growth of the waves does not only depend on linear growth rate but it also depends on the time that waves spend in an unstable region. To understand the existence of waves propagating off angle in many regions of the torus we evaluate convective growth rates, and investigate if a particular direction of propagation is favored for wave growth.
