The class 2B flare observed on Nov 15, 1989 had following characteristics: (1) no preceeding dark filament in the active region; (2) the delta-type sunspots group was covered during the flare occurrence; (3) successive brightening of the second ribbon; (4) all types of radio bursts causing class III ionosphere disturbance. But neither energetic particle flux nor X-ray bursts were recorded corresponding to this event.
