Large-scale perturbations in ionospheric total electron content associated with the scintillation of satellite radio beacons by irregularities in the ionospheric plasma distribution are investigated. Received polarization and signal strength of the 137-MHz transmission from SMS 1 were monitored for 16 months at Ramey, Puerto Rico, close to the incoherent scatter facility at Arecibo. A postmidnight peak is found in the occurrence of electron content increases, maximum wave activity and largest scintillation index, with evidence suggesting a premidnight peak in winter and a reduced frequency of the events at equinox. An analysis of total electron content data at three stations indicates that a postsunset minimum propagates towards the northeast, a premidnight minimum propagates towards the south, and the postmidnight maximum propagates towards the north. The electron content enhancements are attributed to changes in the bottomside ionosphere driven by dynamic mechanisms possibly of tidal origin. It is suggested that the reduced winds in the lower thermosphere allow the upwards penetration of medium scale gravity waves from tropospheric sources resulting in scintillation-producing irregularities.
