Experimental data are presented on electron and proton fluxes recorded by Prognoz-3 in 1973; solar wind parameters, interplanetary magnetic field, and galactic cosmic rays recorded by various neutron monitors; and magnetic storms. The preflare situation, observed one-two solar rotations prior to the occurrence of a flare, is analyzed. It is shown that this period is characterized by the formation of active regions on the sun, coronal formations and their ejections into the interplanetary space, formation of electron- and proton-filled ordered magnetic structures in the interplanetary space, and a reduction in galactic cosmic ray fluxes. On earth, an increase in magnetic activity is also observed in certain regions. This leads to an increase in magnetic storm amplitudes and generation of particles recorded by neutron monitors.
