An analysis is presented of mechanisms leading to the linear dependence of the longitudinal electron current from the ionosphere on the longitudinal potential difference and the localization of longitudinal electrostatic fields at distances of 2-3 earth radii. Particular consideration is given to energy losses of electrostatically accelerated electrons associated with the generation of plasma instabilities (particularly electrostatic Langmuir turbulence). At distances of 2-3 earth radii the dependence of longitudinal electron current density on geomagnetic field strength reaches a plateau and a linear relationship between the longitudinal current and the accelerating potential difference is established.
