Stratospheric measurements of cosmic rays which have been performed in the USSR since 1957 are examined, with attention given to long-term variations of galactic cosmic rays and to solar cosmic rays. Mean semiannual values of the cosmic-ray flux in the stratosphere at the peak of the transition curve are presented. These measurements have made it possible to acquire information about the propagation of solar cosmic rays in interplanetary space; diffusion coefficients and their dependence upon particle momentum and distance from the source have been determined, and the spectra of solar protons in the source have been calculated.
