Spacecraft measurements of the interplanetary magnetic field and bulk velocity between ~ 1 AU and ~ 30 AU are analyzed. It is proved that the fractal distribution of the magnetic flux tubes across the solar surface covering the range of scales from 400 to 40,000 km, is responsible for the fractal distribution of the magnetic clouds in the solar wind. The magnetic clouds are considered as fractal clusters of the magnetic flux tubes with the spatial fractal dimension depending upon the parameters of the plasma distribution function. The relation between the spatial fractal dimension of the magnetic clouds and the fractal dimension of the time series representing direct measurements of the interplanetary magnetic field, is derived. Development of the self-affine structure of the interplanetary magnetic field turbulence observed by Voyager 2 spacecraft at 8.5 AU over more than 4 decades in frequency (from 3.10-6 Hz to 5.10-2 Hz) is proved to be due to nonlinear interaction between the magnetic clouds. The fractal properties of the interplanetary magnetic field fluctuations at the distant heliosphere are discussed.
