The consequences of assuming either time-varying or steady-state sources for the energetic ions observed at the plasma sheet boundary are examined. The results are applied to analytic distribution function mappings and to the ISEE 1 medium energy particles instrument by simulating its three-dimensional response to these source assumptions. It is found that, in general, it is not possible to infer the time-varying or steady-state nature of the source with single-point observations of the full three-dimensional energetic ion distribution. In some specific cases, the time history of the ion distribution may allow this determination. However, time variations in model parameters and the existence of transverse and/or parallel boundary waves will make it difficult even for multipoint observations to determine uniquely the nature of the source.
