Electron-density variations during the substorm of December 22, 1982 are analyzed on the basis of Noril'sk network data for geomagnetic latitudes of 62-74 deg N. It is shown that the closest correlation between variations of the AE index and variations of electron density during the substorm were observed in the low-latitude part of the auroral zone in the E-region. In addition, the results indicate the existence of an irregular F2-layer structure with inclusion of high-density clouds drifting in the antisolar direction.
