Spectrographic measurements consisting of sequences of spectra of sunspot umbrae in the neutral titanium line at 571.39 nm are analyzed to investigate the relation of plasma rotation velocity measurements inside sunspot umbrae to the rotation velocities derived from sunspot proper motions. The observed plasma rotation velocity is found to be significantly less than the sunspot proper motion rotation velocity. Since the plasmas inside and outside the spots rotate at similar rates, it is concluded that sunspots make poor tracers for solar surface motions.
