The published plots of 15-min interval values of h'F2 and the minimum virtual height of the ionospheric F2 region, at five Japanese stations spread over 26-45 deg N and 128-142 deg E, are used to show that there are frequent rapid increases and less frequent decreases of h'F2 by 100-200 km in about 2 hr with near-simultaneous start and end at all five stations in the postmidnight hours and at three to five stations in the premidnight hours. The nighttime h'F2 changes are found to be associated with magnetospheric substorms as manifested in the bay disturbances in the auroral latitude magnetograms, indicating that the h'F2 changes are caused by the east-west electric field disturbances in the ionosphere during the substorms. The substorm time east-west electric fields in the nighttime ionosphere can be quantified and characterized from the vast data base of 15-min interval h'F2 values.
