The influence of a horizontal inhomogeneity of a thin layer on the radio wave reflection coefficient is assessed. A major result of the present analysis is that the coefficient of reflection from a layer with a large-scale horizontal inhomogeneity can be calculated on the basis of expressions proposed by Brekhovskikh (1973) for a homogeneous layer, by introducing the local characteristics of the layer at the central point of the trajectory into these expressions.
