It is suggested that the equation should be regarded as a definition of the group path of a radio wave having phase path P. It is shown that for propagation in a slowly varying ionosphere with no collisions this definition leads to the expression P' = [phi]AB[mu]' Cos[alpha]ds provided the points A and B are not too close to ionospheric reflection points.
