High sensitivity radio spectroscope in conjunction with a 9 meter diameter polar mounted antenna has been put into regular operation since December 1990. Spectroscope operates over band of 1600 +/- 100 MHz with high time (20-100 ms) and frequency (0.3-3 MHz) resolution. The data is recorded on 35 mm black and white film and is digitized. Characteristics of the antenna at various elevations and that of spectroscope are described in detail. Limitations of the existing spectroscope and near future plans are also presented. Up to January 1992, about 162 groups of solar bursts have been recorded by this spectroscope. They have been classified in two major categories: microwave and decimetric bursts, generated due to gyrosynchrotron and beam plasma interactions, respectively. Preliminary characteristics of 44 groups of the decimetric bursts, such as of the observed flux, total duration, and excitation and decay time, have suggested that they are likely to be decimetric type 3 bursts and are generated at the second harmonic by beam plasma interaction. Estimated beam density is of the order of 104 cm-3.
