IMP-8 high time resolution measurement of energetic particles in the earth magnetotail indicated prominent peaks in the proton energy at 0.1-0.7 MeV. A drifting Kappa distribution was fitted to the spectra and a 15-45 keV, proton beam, with densities of 4/10 million to 5/10,000 cu cm jetting tailward at 3500-7000 km/sec, was modelled. It is noted that extension of the beam from 1-5 earth radii would require an energy flux of 1.7 x 10 to the 17th ergs/sec, close to observed values of magnetospheric substorms. However, acceleration of the plasma sheet population, which has a density of 0.1/cu cm, would result in only a small fraction of the protons being accelerated to the higher energies.
