Previous work (Rishbeth and Walker, 1982) has shown thin layers formed in the ionospheric E region by wind shears associated with the corkscrew structure of tidal thermospheric winds to carry currents which flow towards the magnetic equator. The present paper extends this work to account for the effects of the shears produced by height-independent winds and fields near the transition between collision-dominated and magnetically dominated ion motion. It is shown that whereas a left-handed corkscrew wind produces equatorward electric currents, both oppositely directed corkscrew winds and height-independent winds and fields produce layers that carry only poleward electric current. It is further pointed out that the transitional convergence is effective only within one or two scale heights of the transition level, while the wind-shear convergence is effective at all heights where the ions experience some magnetic control.
