The decays of D0 and bar D0 mesons produced from e+e- annihilations at the ψ(3770) resonance reflect quantum correlations so that decay rates are sensitive to interference between indistinguishable final states. Using the CLEO-c detector at the Cornell Electron Storage Ring, we measure the time-independent decay rates of D0 decays to K-π+, K+π-, several CP eigenstates, and semileptonic states. We make use of both partially- and fully-reconstructed D0 - bar D0 pairs. A χ2 minimization fitter extracts from these decay rates the uncorrelated branching fractions, τKπ, y, and the strong phase cosδKπ. By constraining the branching fractions and γKπ with independent measurements, a first measurement of cosδKπ can be made.
