Errors in the conventional method for calculating ion production in the earth's upper atmosphere are analyzed. In addition, an improved decscription of the energy characteristics of photoionization acts and additional ionization by photoelectrons is given on the basis of an examination of the physics of these processes and available laboratory data. It is emphasized that the dependence of the energy going toward the production of a single ion-electron pair on the wavelength of the ionizing radiation should be taken into account in studies using the effective ionization cross section method. Calculations of ion production in the F1 and E regions are discussed.
