The paper presents an analysis of the effect of electrostatic turbulence arising in the polar ionosphere in the Hall-current region on the ionospheric parameters. It is shown that quasi-linear effects lead to an increase in the effective electron collision frequency, sometimes by an order of magnitude. This effect is connected with the appearance of a longitudinal electric field in the presence of a transverse electric field. Experimental data confirming the possibility of such an effect are presented.
