This contribution analyzes the anomalous cosmic ray (ACR) modulation through the heliosphere during the solar minimum conditions for 1977/1997 positive and 1987 negative drift periods. We use a time-dependent two-dimensional model of the transport particle equation, that takes into account all physical processes of the modulation, including the effects of the solar wind termination shock and the heliosheath. The best set of diffusion coefficients that fits the observed ACR spectra in the inner as well in the outer heliosphere for H and He, is presented. These parameters are compared with those inferred from galactic cosmic ray spectra. The implications of our results are discussed.
