A simple criterion for marginal stability is derived based upon analytical solutions for the resonant growth rate of oblique plasma waves in a magnetized plasma. For the case of a plasma modeled with a loss-cone feature, it is shown that first-harmonic oblique wave growth occurs at frequencies well above the marginally-stable frequency previously identified for the limiting case of field-aligned propagation. The present results are also applied to the excitation of high-frequency whistler-mode waves for angles of propagation close to wave resonance.
