Two models of instability of the electrostatic modes, one in the limit of high frequencies and one in the limit of low frequencies, are considered. Results suggest that the base of the F-layer can be stable with the observed electric field, and that the upper part of the F-layer may be the origin of an instability. In the limit of high frequencies, the stabilizing effect of NO(+) ions imposes more stringent requirements on the instability conditions than previously supposed. It is suggested that wave propagation is possible in the limit of low frequencies if the ratio of electron temperature to ion temperature is not greater than 0.18.
