We propose to extend our XMM-Newton-AO2 TOO program to the 3rd XMM-Newton cycle, to observe a moderate redshift blazar (z > 0.1) in an exceptionally high state with the XMM-Newton RGS for an exposure time of 200 ks. We shall study the ``warm'', low-redshift, phase of the intergalactic medium, where most of the baryonic matter of the local (z < 1-2) Universe is believed to hide.
