An attempt is made to incorporate the results of a contact theory of rough surfaces (Yoshika and Scholz, 1989), which predicts both the normal and shear stiffness constants, into a model for the elastic properties of granular media. It is shown that the elastic response of dry uncompacted granular media is controlled by the response of the rough intergrain contacts. This results in the effective Poisson's ratio being essentially independent of porosity, confining pressure, and grain mineralogy. The velocity ratio predicted by the model is in good agreement with measured values.
