The properties and the observational implications of degenerate heavy
neutrino matter that is gravitationally bound by baryonic stars is
investigated with special emphasis on the 17 keV neutrino. As a test of
our ideas we propose a new experiment aimed at observing the radiative
decay of this controversial neutrino.
