A relativistic mean-field model is used to study the properties of neutron matter at high densities. It is found that a transition to an electrically polarized phase occurs at a density in the range of stable neutron stars. For a rotating neutron star this electric polarization can give rise to a magnetic field comparable to current estimates of the pulsar magnetic field.
