The energy source for electrons which cause the highly structured auroral forms is investigated. A model is proposed which suggests: (1) that earthward moving plasma sheet ion populations are unstable against the zero-frequency electrostatic flute mode ion cyclotron wave, (2) that the ion cyclotron wave nonlinearly couples into larger-scale hydrodynamical turbulence, and (3) that hydrodynamical turbulence cascades energy to a larger-scale hydrodynamical turbulence. Auroral electrons are accelerated by the potential difference between the ionosphere and the turbulent eddies. The model describes an energy transfer from perpendicular microscopic motion of ions to bulk motions of plasmas, and then to the eventual parallel motion of electrons.
