It is demonstrated that magnetic tension vanishes at regions of large magnetic 'shear' on the polarity inversion line. The characteristics of these tension-free fields depend on the density of the medium and, therefore, change as a consequence of instabilities which modify the density. These instabilities may possibly evolve into solar flares. This is suggested as a possible explanation for the observed occurrence of flares at locations of large magnetic shear along the polarity inversion line.
