An analysis is given of the sporadic radio emission of near-earth outer space at the frequencies 38 and 325 MHz in the vicinity of the starting times of isolated flares on the Sun. Groups of sporadic radio flares delayed by 0 - 6 h, which are probably caused by charged particles accelerated on the Sun and arriving in the vicinity of the earth, have been detected. The suggestion is advanced that groups of short (≡0.2 sec) flares are generated by bunches of electrons precipitating from the capture zones under the influence of the action of streams of solar cosmic rays on the earth's magnetosphere.
