Various constraints from observations and theory regarding the formation of bound stellar clusters are reviewed. These include the star formation efficiency and rate, cloud core pressure, the destruction or lack of destruction of clouds by OB stars, the stellar initial mass function, the destruction of binary stars and protostellar disks in a cluster, and the cluster mass functions. The distinction between globular and open cluster mass functions will be discussed, as will the specific frequencies of globular clusters in galaxies. The extent to which all cluster formation at all epochs is similar and based on the same star formation mechanisms will be assessed.
