The nature of ultraluminous infrared galaxies L_ir > 10^12 L_o has generated considerable controversy. The two main issues are {1} are they powered by violent bursts of star formation or by hidden quasars ? {2} are interactions and mergers invariably involved ? Both these questions can benefit enormously from the high spatial resolution that HST can provide. We propose to carry out a Snapshot survey with WFPC2 of 50 ultraluminous galaxies in the QDOT all-sky survey with 0.15 < z < 0.35. Ground-based imaging of ultraluminous infrared galaxies in this redshift range has failed to detect any peculiarity in the morpholology of about 20% of the cases studied. Only for the nearest ultraluminous ir galaxies {z << 0.1} is the resolution of ground-based observations adaquate to demonstrate that a starburst, often in the form of a ring, is involved. Where mergers are taking place we expect to be able to resolve multiple nuclei with HST. We will also be able to quantify the proportion of the nuclear light that can be due to an AGN.
