Nova Hercules 1991 was a fast ONeMg nova that was discovered on 24 March at V ~ 5. Ultraviolet spectra were obtained with IUE and cover the period from March through July, when it became too faint to be observed. Optical spectra were obtained at Lowell Observatory, with overlapping coverage with the IUE. From the optical light curve, t_2 ~ 1(d) , and t_3 ~ 3(d) , showing that Nova Her had one of the fastest declines on record. The optical light was declining from maximum when observations began. However, the UV flux was still increasing and it did not peak until ~ 6 days after outburst. The optical and UV flux then declined together, following a power law in time. The nova was observed to be in a Bremsstrahlung dominated phase in the IR when the UV peaked. The early optical spectra showed strong hydrogen emission lines with weak P-Cygni absorption and they strongly resembled the early optical spectra of Nova V1500 Cygni. Later optical spectra revealed broad emission from He I, He II, N I, N II, N III, Na I, Fe II, Si II, O I, Mg II, and C I. The FWHI of Hα was ~ 4500 km s(-1) . The UV spectra were initially optically thick but became optically thin ~ 13 days into the outburst. MgII 2800 Angstroms was the only prominent emission line in the early UV spectra, with a FWZI of 7300 km s(-1) . The outburst of this nova will be compared with Nova Cygni 1992 and other recent ONeMg novae. We acknowledge partial support from NSF and NASA.
