Experimental data on fluxes of high-energy hadrons and muons in the atmosphere are compared with predictions based on the latest information about the properties of high-energy interactions and the primary cosmic-ray composition. It is demonstrated that the expected fluxes are in good agreement with the observations if protons dominate at energies up to 1 PeV.
