By employing small-scale field-aligned irregularity models, ray paths are computed for VLF whistler mode waves to examine whether in the absence of true VLF ducts in the low-latitude ionosphere such small irregularities, which are responsible for spread F, may significantly influence the propagation of VLF waves so that the waves may reach the ground. The results show that an irregularity of 10 km thickness and amplitude 5 percent brings the wave normal direction of downcoming waves almost vertical at the base of the F region ionosphere such that the waves may penetrate the lower ionosphere and reach the ground.
