A perturbation approach to the problem of determining the electromagnetic field reflected from the ionosphere is presented. It is shown that by treating the earth's field of magnetic induction as a perturbation, Maxwell's equations and the constitutive relationship are considerably simplified. First order approximations for the field reflected from a homogeneous sharply bounded ionosphere are found. The perturbation method to be developed has certain limitations which are discussed.
